Library Servicing in the Donetsk Region

The population of the Donetsk region where 4720,9 thousand inhabitants live is served by 2559 libraries belonging to the different systems and departments. 51,9 % of the inhabitants use these libraries.

In 2003 the total number of libraries became 118 ones less. The system of public libraries of the Ministry of Culture and Arts of Ukraine was changed sufficiently, their number being 721 on January 1, 2004.

During the year the branch libraries in Dobropillya (2), Donetsk (2), Torez (2), Khartsyzsk (2 and 2), Volodarsky district (2) were united; some libraries in Donetsk (2) and Kramatorsk (1) and in Amvrosievsky (1), Artemovsky (2), Volnovakhsky (3), Volodarsky (6), Mariinsky (8), Starobeshevsky (9), Shakhtarsky (4) districts were closed and some other changes of the library system were done. As a result the network of public libraries grew 40 libraries less, including 30 ones in rural area and two children's libraries.

Youth is served by 4 specialized libraries, 10 youth departments in the adults' libraries, 10 library departments giving books out to be read at home, 38 chairs, etc. 183,9 thousand readers attend these libraries, i.e. 35,0 % of the youth of the region.

In 2003 122 children's libraries attracted to reading 300,2 thousand children, which equals to 51,6 % of children living in the Donetsk region.

For serving the population of the region some non-permanent forms of library institutions are used: 471 library stations were organized as well as 108 mobile library reading halls, 16 library offices for serving working brigades. 229 agreements on creative cooperation were signed with the enterprises and organizations of the region.

Public libraries of the region are used by 21,4% of the inhabitants of the region.

1758 library workers were engaged in serving the users of libraries during the year. 1255 of them (or 71,4%) have special library education. Since 2002 when this figure was 71,9 % their number became 44 persons less. The following libraries belonging to the centralized library system are well provided with the staff workers having special education: in Debaltseve (80,6%), Dymytrov (91,7%), Dobropillya (95,0%), Yenakieve (88,9%), Kostyantynivka (86,7%), Kramatorsk (81,4%), Novogrodivka (100,0%), Selydove (92,0%), Snizhne (80,0%), Torez (93,1%), in Slovyansky (96,1%) and Shakhtarsky (87,1%) districts. On the contrary, some libraries are poorly provided for library professionals: Avdiivka (30,0%), Dokhuchaivsk (50,0%), Zhdanivka (50,0%), Kirovske (54,5%), Volodarske (52,0%), Kostyantynivsky (34,5%), Krasnoarmiisky (50,0%), Novoazovsky (50,0%) districts.

In 2003 the libraries of the region held 17405 public events, among which there were both traditional ones and the ones of innovative forms - ecological lecturing, historical and area studying kaleidoscope, bibliographic meetings, political commentary, synthesis lesson, lightning competition, lessons of Christian moral, retro salon, gallery of ethnic creativity, exhibitions, resumes, advice, contemplations, etc.

In the libraries of the region 473 clubs and associations to the intersts work for various categories of users - and 47 literary and musical salons.

In 2003 the financing for development of libraries was enlarged, and about 11073,6 thousand grivnas were used for this purpose (in 2002 it was only 8444,5 thousand grivnas), including 6139,5 thousands grivnas for paying higher salaries to the staff (in 2002 it was 4770,4 thousand grivnas). Positive changes touched upon enlargement of library collections through purchasing new literature. The adoption of "The state and regional programs of development of library collections till 2005" contributed to it greatly. In 2003 6139 thousand grivnas were spent for development of library collections of the region, i.e. 184,0 thousands more than in 2002. During the recent year library funds received 131,8 thousand of new editions. In Donetsk 152,0 thousand grivnas were used for enlargement of collections, in Makiivka it was 46,0 thousand, in Mariupol - 105,2 thousand, in Volodarsky district - 30,4 thousand grivnas.

Paid services brought 399,0 thousand grivnas, i.e. 56,2 thousand grivnas more than in 2002, which includes 97,2 thousand grivnas in Mariupol, 46,8 thousand - in Kramatorsk, 29,7 thousand in Makiivka, 22,4 thousand in Dzerzhynsk, 21,6 thousand in Shakhtarsk, 20,0 thousand in Kostyantynivka and 5,0 thousand in Kostyantynivsky district, 4,2 thousand in Yasynuvatsky district and 3,6 thousand grivnas in Pershotravnevy district. Only 10 libraries out of the 49 ones belonging to the centralized library system have not introduced additional paid services for their users yet.

In 2003 23 libraries have got more comfortable premises, 139 ones were repaired, 18 of them undergone capital repairs. But 253 libraries more need capital repairs too, 11 of them being unsafe. Only 264 libraries (36,6%) are provided with telephone and only 22 ones of the centralized library system has Xeroxes.

In 2003 average expenses for serving one reader equal to 10,9 grivnas (in 2002 it was 8,3 grivnas).

In 2003 142 library workers (8,1%) were part-time staff (in 2002 there were 398 of them, i.e. 22,1%), 43 of them receiving 0,75 of the regular salary, 88 - 0,5 of the regular salary, 11 - 0,25 of the regular salary.

The number of closed and united libraries caused reduction of library collections and data reflecting the effectiveness of the libraries' activities. The volume of library collections being compared to 2002 grew 344,8 thousand editions less and now equals to 17333,0 thousand items. The quantity of users became 10,3 thousand less and equals to 1012,1 thousand persons. The quantity of readers' attendings of libraries became 97,9 thousand less and equals to 7421,4 thousand. In 2003 21023,1 thousands books and other documents were given out to the users, i.e. 332,0 thousands less than in 2002. Book provision of readers changed from 17,3 to 17,1. The library funds' turning is the same being equal to 1,2.

Quantitative indicators of the activities of the majority of libraries of the centralized library system generally lessened, but in some libraries, i.e. in Artemovsk, Dymytrov, Yenakieve, Kramatorsk, Volnovakhsky, Dobropilsky, Krasnoarmiisky, Novoazovsky, Slovyansky, Pershotravnevy, Shakhtarsky districts, the indices of servicing the readers grew higher. In 2003 the libraries of Donetsk, Mariupol, Yasynuvata, Volnovakhsky, Mariinsky, Yasynuvatsky districts had a lot of work to do.

It should be mentioned that in 2003 the libraries of rural districts worked more effectively than the libraries of the towns of the region. The number of users of the libraries of such districts grew 3,9 thousand persons higher, and they gave out 26,4 thousands books more. It means that every staff worker of these libraries had to serve in the average not 517 but 564 readers and gave out not 10416 but 11282 documents to them. On the contrary, in the town libraries the volume of work done by a librarian lessened: every librarian served not 847 but 741 persons and gave out only 15622 documents instead of 17917 ones.

The new types of libraries were organized and function: libraries-clubs, libraries-museums, centers of entertainment, of family reading, of spiritual renovation, of ecological and esthetic upbringing, centers of Greek culture, Houses of Nature, "Svitlytsyas" ("Chambers"), educational centers, centers of legal knowledge, etc. In the 37 libraries of the centralized library system there are centers on the problems of local self-government.

The libraries go on introducing modern computer technologies. In 2003 34 computers were received from different sources (total number being equal to 141), as well as 12 printers (72 ones totally); 9 libraries have the Internet access, 9 libraries more - the Internet centers, 5 of them having been opened during the recent year.
